The Department of the Air Force, under the Department of Defense, is issuing a Request for Information (RFI) to explore innovative management frameworks and business models capable of overseeing a dynamic Advanced Automation portfolio managed by the Program Management Office (PMO). This portfolio includes a rapidly evolving mix of software tools, platform licenses, and specialized labor pools, with requirements and funding that vary widely from short-term technical surges to long-term engineering engagements. The Government’s interest lies in identifying responsible industry sources that can provide centralized vendor orchestration, rapid subcontracting, and administrative oversight, rather than traditional systems integration roles, as integration services may be performed by other entities within the portfolio. The Government seeks industry perspectives on structuring and managing this complex and fluctuating environment to refine future acquisition strategies. Responses to this solicitation, identified as SAF-AQ-RFI-26-0001, must be submitted by July 13, 2026. The place of performance is Arlington, Virginia, and the primary point of contact is Yvette Coddington. No set-aside is designated for this solicitation, which emphasizes flexibility in procurement approaches, including both competitive and sole-source actions, to accommodate the variable nature of the portfolio’s technical and management needs.

Full Description

The Government is conducting market research to identify innovative management frameworks, business models, and responsible sources capable of orchestrating a dynamic Advanced Automation portfolio on behalf of the Program Management Office (PMO).

The Government’s requirement involves a rapidly evolving suite of software tools, platform licenses, and specialized labor pools. Funding and requirements fluctuate significantly, ranging from short-term, highly specialized technical surges to long-term, dedicated engineering teams, requiring a mix of competitive and sole-source actions.

The PMO is seeking industry input on how to best structure and manage this environment. The Government does not necessarily seek a traditional systems integrator (as integration services may be performed by subordinate entities within the portfolio). Rather, this Request for Information (RFI) seeks to understand industry capabilities and proposed methodologies for providing centralized vendor orchestration, rapid subcontracting, and administrative oversight to inform future acquisition strategies.
