Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is issuing this Request for Information (RFI) to gather industry feedback for a Personnel Vetting (PV) Fieldwork Services requirement. The scope involves providing all labor and cleared personnel necessary to conduct background investigations and PV products using the Personnel Investigations Processing System (PIPS). The proposed contract structure consists of a five-year base period followed by five one-year option periods. While the work will primarily leverage virtual capabilities, the contractor must be capable of providing in-person interviews across the United States and potentially internationally, including support for various languages. The government intends to use a best-value tradeoff evaluation across two distinct tracks. Workload allocation will initially be based on the lowest unit price, with semi-annual performance evaluations using a dynamic points system that weights price, timeliness of delivery, quality of products, and pending inventory age. Strict security and cybersecurity standards are required, including CMMC Level 2 Third-Party Assessment compliance and adherence to DFARS 252.204-7012 for safeguarding covered defense information. All materials containing personally identifiable information must follow rigorous double-wrapping, manifesting, and tracking protocols. The government maintains final authority over the inspection and acceptance of all investigative products based on DCSA policies and quality assessment standards.

This is a Sources Sought Notice for Market Research purposes only. This Sources Sought is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. DCSA is responsible for conducting the majority of Background Investigations (BI) for the Federal Government to support suitability, national security clearances, and regulatory investigations. BIs are required to determine an individual's eligibility for access to classified information, assignment to or retention in positions with sensitive duties, or other designated duties requiring such investigations. As part of the investigative process, DCSA requires education and degree verifications for subjects of DCSA investigations. This information is vital to the mission of DCSA in the performance of personnel vetting and conducting BI's for the departments and agencies of the Federal Government. DCSA is seeking information from potential vendors who are capable of providing education verifications for all participating postsecondary educational institutions, claimed within the available jurisdictions, which appropriately safeguards the confidentiality of data exchanged. Interested vendors are requested to respond no later than 11:00 AM EST on 22 December 2023 by emailing Heather Grod at contact@example.gov and Kelsie Kautz at contact@example.gov. Verbal questions will not be accepted. DCSA will respond to questions at its discretion. The Government will not respond to further questions regarding the anticipated date of solicitation release. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing.
