2. TOPIC:

The National Museum of the United States Army (NMUSA) and Army Contracting Command - Detroit Arsenal (ACC-DTA) are conducting a market survey to identify businesses capable of providing advanced, technology-driven Operations and Maintenance (O&M) services for the NMUSA campus located at Fort Belvoir, Virginia (VA). This request is for a Firm Fixed Price (FFP) service contract.

This Request for Information (RFI) is issued in support of an upcoming requirement under Commercial Solutions Opening (CSO) W912CH-25-S-C001. The Government's objective is to transition from traditional, reactive maintenance models to an innovative, modern, agile, and technology-driven operational framework that ensures the resilience, security, and environmental stability of the Museum.

The Government is seeking information on innovative commercial technologies, automated processes, and modern management methodologies that deliver outcome-based O&M across the Museum's facilities, roads, grounds, and exterior infrastructure. This includes, but is not limited to, the following key areas where innovative approaches are highly encouraged:

1. Advanced Facility & Climate Control: Methodologies for ensuring preservation-grade environmental stability for artifacts, including the use of predictive analytics, automation, and condition-based monitoring to optimize existing HVAC infrastructure.

2. Automated Grounds & Exterior Management: Modern solutions for turf care, automated irrigation, seasonal grounds preparation, and proactive pavement preservation (including snow and ice removal) to ensure year-round safety and mobility.

3. Smart Building & Management Technology: Implementation of automated work-order tracking, digital asset management systems, and programming/maintenance of sophisticated architectural and theatrical lighting networks.

4. Specialized Architectural Preservation: Advanced, non-degrading maintenance techniques for specialized architectural elements, such as the museum's purpose-built austenitic stainless-steel facades.

Market Survey Responses Requested from Interested Vendors:

1. Company Name, Location, CAGE Code, and SAM UEI.

Please provide up to three (3) examples of recent and relevant contracts, including the contract number, a brief summary of the work performed, and a point of contact.

3. Briefly describe your company’s innovative approach to facility and grounds management. Explain how you leverage technology, automation, and/or modern methodologies to improve efficiency, reduce costs, and deliver superior outcomes. Specifically address your capabilities in the following areas:

a. Your methods for optimizing and ensuring the reliability of complex HVAC systems for artifact preservation.

b. The tools and processes you use for predictive failure prevention on critical building systems.

c. Your experience with automated or technology-enabled solutions for turf care, irrigation, and/or all-weather grounds maintenance

d. The software and systems you use for automated work-order tracking, digital asset inventory, and lifecycle planning.

Responses Due: This RFI shall close on Thursday, 22 October 2026 at 4:00PM EST.

Interested vendors are asked to provide responses electronically to Ms. Christine Huff-Ellis, Contract Specialist, at christine.m.huff-ellis.civ@army.mil.

Response Format: Electronic responses are required. It is requested that electronic responses be provided in any of the following formats: Microsoft Word, Microsoft Excel, Microsoft PowerPoint 2007 or Adobe Acrobat. Zip files are not acceptable. E-mail attachments are limited to 10Mb in size; e-mail attachments in excess of 10Mb must be broken into smaller submissions. The subject line must read “(Company Name) response to Request for Information- NMUSA Facilities, Roads, and Grounds Support Services”.

Note: Be sure to number your responses in accordance with our numbering system so each answer corresponds to the correct question. Also, spell out acronyms in their first instance and clearly mark any proprietary information.
