Multi-year Rental of an Autonomous Underwater Vehicle (AUV)
Solicitation # NRCan-5000095073-0
The Department of Natural Resources Canada, through the Geological Survey of Canada – Atlantic, is seeking to lease a deep-water autonomous underwater vehicle (AUV) system on an annual basis for up to five years, with the initial term extending to March 31, 2027. The requirement is for a HUGIN 1000 AUV system or an equivalent, including a climate-controlled 20-foot ISO container for storage and transport, technical documentation, mission planning software, and remote technical support. The system must be capable of operating at depths of at least 2,000 metres, equipped with inertial navigation, Doppler velocity log, and acoustic positioning systems, and able to carry a multibeam echosounder, sidescan sonar, and sub-bottom profiler for high-resolution seafloor mapping and marine geoscience research. The contractor must maintain the system in operationally ready condition, provide comprehensive insurance coverage for the AUV and container, and confirm readiness at the start of each lease year. The estimated value of the contract, including all options, is $800,000, excluding GST/HST. Université Laval, operating as Amundsen Science, has been pre-identified as the sole supplier capable of meeting all mandatory technical and operational requirements, justifying a limited tendering approach under multiple trade agreements including the CFTA, CETA, CPTPP, and others. This procurement invokes exceptions under these agreements citing the absence of any other capable supplier. Interested parties may submit a statement of capabilities by August 21, 2026, demonstrating how they meet the specified minimum essential requirements. If a qualified alternative proposal is received, a competitive evaluation will be triggered. Ownership of any resulting foreground intellectual property will remain with Canada, given the public dissemination purpose of the research. Inquiries and submissions must be directed to Alexandre Rheault at Natural Resources Canada. A duplicate posting was issued as an error and should be disregarded; the active solicitation is under NRCan-5000095073.

Commercial Solutions Opening (CSO) PEO-SDA
Solicitation # H9241525X0001
USSOCOM’s Program Executive Office for SOF Digital Applications is issuing a Commercial Solutions Opening to accelerate the integration of commercially derived software innovations into deployable warfighting capabilities for Special Operations Forces. This initiative leverages 10 USC § 3458 and DoD Class Deviation 2022-O0007 to issue awards through either Other Transaction Authority (OTA) agreements or FAR-based contracts, targeting both traditional and non-traditional defense contractors. The process is structured in three phases: Phase I invites Solution Briefs aligned with specific Technology Areas of Interest, which are evaluated for technical merit, innovation, and company viability; Phase II, if conducted, involves in-person pitches and demonstrations at the company’s expense; and Phase III advances only those proposals with clear intent for award, leading to collaborative development of Statements of Work and negotiation of contractual terms. All submissions must be unclassified and align with modern software acquisition practices as defined by DoDI 5000.87, emphasizing agile methodologies, DevSecOps, and human-centered design. Technology Areas of Interest are posted intermittently on SOFWERX.org and include pursuits such as software lifecycle management, data ingestion automation, machine learning operations, and software process improvement, with dedicated funding available for selected proposals. Solutions must generally have active R&D underway and cannot exceed a 24-month performance period. Solution Briefs are limited to five pages or ten slides and must include an executive summary, overview diagram, technical description, and company viability statement. Evaluation occurs without comparison to other submissions, focusing on technical feasibility, novelty, relevance to SOF missions, business sustainability, cost, schedule, and intellectual property considerations. Successful Phase III candidates may be awarded fixed-price contracts or OTAs with the potential for non-competitive follow-on production agreements upon successful prototype completion. Participation requires SAM registration, and payment requires WAWF enrollment. Foreign-owned entities may submit but must demonstrate capacity to obtain necessary export clearances. The Government protects proprietary data submitted under confidentiality restrictions and may engage non-government advisors bound by NDAs during evaluations. The solicitation closes on December 1, 2026, and all communications must be directed to the designated point of contact.
