AI Contract Overview
The U.S. Department of Homeland Security’s National Urban Security Technology Laboratory (NUSTL) issued this Request for Information (RFI) under solicitation number 70RSAT26RFI000007 to conduct market research in support of the SAVER (System Assessment and Validation for Emergency Responders) program. The goal is to gather information on commercially available first responder technologies pertinent to emergency responder missions, specifically focusing on Vehicle Ramming Barriers, Mobile ad-hoc Networks (MANET), Radioisotope Identification Devices (RIIDs), Small Unmanned Aircraft Systems (UAS), and Drone as First Responder (DFR) solutions. This RFI solely seeks to collect vendor and product data to assist the DHS Science and Technology Directorate in objective assessments that will support equipment selection and procurement decisions by federal, state, local, tribal, and territorial emergency response agencies. It is important to note that this RFI does not constitute a solicitation, contract, or an obligation by the Government, nor does it include standard FAR clauses or require certifications, certifications, or compliance with specific regulations. The information submission process requires responders to use an online Qualtrics survey accessible via the provided link; emailed or other forms of submission are explicitly not accepted. The deadline for submission, extended through a series of amendments, is 4:00 PM EDT on June 30, 2026. Respondents must provide detailed product and company information, including operational use cases, technological capabilities, limitations, and cost data, directly within the survey’s structured fields. No formal attachments, documentation uploads, or proposal volumes are permitted. Proprietary data may be included but must be clearly marked, as unmarked information will not be afforded protection. The RFI does not specify inspection, acceptance criteria, delivery terms, or performance schedules since it is not a procurement vehicle. The collected data will inform SAVER program reports for emergency responders nationwide but does not imply any contract award or payment obligation. Points of contact are established for technical survey support and general inquiries, but this market research effort is pre-solicitation and purely informational in nature.
