AI Contract Overview
This is a Request for Information (RFI) issued by the Air Force Materiel Command’s Air Force Life Cycle Management Center, Business and Enterprise Systems Directorate, Contracting Division, aimed at gathering market intelligence on vendor capabilities to support the operation, maintenance, and enhancement of the Program and Budget Enterprise System (PBES). The RFI, identified by solicitation number FA8770-26-PBES_SS_RFI, was posted on April 30, 2026, with responses due by May 13, 2026, and is strictly for planning and market research purposes—not a solicitation, quote request, or obligation to award a contract. No funds have been authorized or appropriated, and no payment will be made for responses. PBES, which replaced four legacy Air Force budget systems and became fully operational in December 2021, is a critical platform enabling the Department of the Air Force’s Planning, Programming, and Budgeting (PPB) process, producing essential documents like the Program Objective Memorandum, Budget Estimate Submission, and President’s Budget. Vendors are expected to demonstrate expertise in system support using specific technologies including AWS Cloud One, Oracle DRM, Oracle Hyperion Planning, and Oracle Analytics Server, while ensuring compliance with cybersecurity standards, including IAT Level II certification for SIPRnet access. All personnel must be U.S. citizens with Secret clearances and Common Access Cards; foreign nationals are prohibited. Performance is primarily based at Wright-Patterson Air Force Base, Ohio, with a mandatory requirement for Subject Matter Experts to be physically present daily at the Pentagon in Washington, D.C. to provide real-time support during peak budget cycles, particularly during the POM and PB submission periods. Contractors must possess the capacity to flex staffing to meet fluctuating workload demands tied to the Air Force’s annual PPB cycle. Proposals must be submitted electronically via email to Amanda Stull and Angela Ashmore, formatted in Times New Roman 12-point font with one-inch margins, and limited to ten pages excluding the cover page and non-counted elements like the table of contents. Respondents are required to clearly mark any proprietary or competitively sensitive information and submit their capability survey with accurate representations of their size status, socioeconomic certifications, and CAGE codes under NAICS code 541511. Organizational conflicts of interest must be disclosed and mitigated in accordance with FAR 9.5, and potential contractors must be prepared to address OCI concerns proactively. No

PBES provides capabilities for comprehensive, transparent, accurate, and timely financial information in support of program budget and resource allocation decisions. Electronic reporting for the planning, programming, and budgeting (PPB) process makes PBES a vital component of the Air Force community’s effort to provide timely and accurate budget information to make Congressional decisions.
