REQUEST FOR INFORMATION - USA STORAGE 3.0

NOTE: An RFI for this requirement was issued on GSA as well. If you are a GSA schedule holder, please respond to the RFI issued on GSA.

The purpose of this RFI is to conduct market research to identify commercial capabilities and solution approaches that may support a future acquisition for enterprise Storage as a Service, referred to as USAStorage 3.0.

The EOUSA supporting United States Attorneys’ Offices (USAOs) nationwide requires a modernized, scalable, and secure enterprise storage solution to support evidentiary and mission data. Existing storage capabilities must evolve to address continued data growth, multi-location access requirements, continuity of operations, and enhanced governance, auditability, and security. EOUSA is seeking to understand how industry solutions deployed in FedRAMP-approved Government Cloud environments can meet these needs.

The scope of this SOO encompasses enterprise-wide storage capabilities supporting approximately 15,000 users across roughly 250 office locations. The solution must support an initial data footprint of nearly 20 petabytes, with the ability to scale indefinitely for usable capacity and support the ongoing growth of the USAOs at approximately two percent month over month, historically. The solution must support access to data from multiple geographic locations, at the nearest logical location to the user, and enable continuity of operations (COOP) for remote users and COOP processes.

Response and Submission Instructions:

If your company has the potential capacity to provide the solution outlined in the SOO, please submit a capabilities statement tailored to this requirement and provide the following information on the coverpage of your capabilities statement: company name, address, point of contact (name, phone number, email address), website URL, and UEI Number.

Interested parties must complete the USA Storage 3.0 RFI Supplemental Questions attachment and submit it with your response to this RFI by April 23, 2026 at 5:00PM EST.  All responses to this RFI must be emailed to Maynard Minor at Maynard.Minor@usdoj.gov.

If you have any submission issues concerning this opportunity, please contact Maynard Minor via email at Maynard.Minor@usdoj.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Grand Jury and Deposition Court Reporting Services
Solicitation # 15JA0526Q00000157
The Department of Justice, through the Executive Office for United States Attorneys, is soliciting quotes for grand jury and deposition court reporting services to support the United States Attorney's Office for the Western District of Kentucky. The contract follows a time-and-materials structure with a base period from September 30, 2026, to September 29, 2027, and four subsequent one-year option periods. Services are primarily required in Paducah, Bowling Green, and Owensboro, Kentucky, and involve the recording and transcription of testimony. The government has established a minimum guaranteed amount of 25,000 dollars, with a maximum order limit of 100,000 dollars. Award selection is based on best value using trade-off criteria, where technical factors—including key personnel qualifications, past performance, and past experience—are collectively more important than price. Preference is given to vendors located within a 50-mile radius of the performance areas. Due to the sensitive nature of the work, the contract mandates strict security protocols, including the prohibition of transmitting grand jury information via the general internet, the use of double-wrapped opaque packaging for physical transcripts, and annual cybersecurity awareness training for all personnel. Compliance with Service Contract Act wage determinations for the specific Kentucky counties is required.

Grand Jury and Deposition Court Reporting Services - U.S. Attorney's Office, Eastern District Of North Carolina
Solicitation # 15JA0526Q00000133
The Executive Office for United States Attorneys, on behalf of the U.S. Attorney’s Office for the Eastern District of North Carolina, is soliciting multiple single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Grand Jury and Deposition court reporting services. The requirement is a 100% small business set-aside under NAICS code 561492. Services are required across three primary locations: Raleigh, Greenville, and Wilmington, with additional mentions of Butner. The contract structure consists of a one-year base period starting November 30, 2026, with four subsequent option years and a possible six-month extension. All task orders will be awarded on a time-and-materials basis in compliance with FAR 16.505, with a maximum order limit of 100,000 dollars. The contractor must provide all labor, supervision, and equipment necessary to record and transcribe proceedings, ensuring transcripts meet specific formatting standards and are submitted via the secure USAfx platform. A critical requirement is the provision of at least two court reporters per location. Due to the sensitive nature of Grand Jury material, all personnel must pass basic security clearances, and court reporters and transcriptionists must obtain Tier 4 High Risk Public Trust background clearance. The government may conduct on-site security reviews of contractor facilities using a specific security review checklist to ensure the protection of sensitive information. Award decisions will be based on the best value solution, with key personnel, technical approach, and past performance weighted significantly more than price. Offerors must be registered in the System for Award Management (SAM) and provide a comprehensive four-volume proposal including resumes, organizational experience, and a price quote. Quotes are due by September 25, 2026, and must be submitted electronically to the designated point of contact. Performance is subject to various Department of Labor wage determinations applicable to the specific North Carolina counties where services are rendered.
