Request for Proposal for Class A Commercial Driver's License (CDL) Driver Training Services

The City of Rancho Cucamonga is seeking a qualified vendor to provide Class A Commercial Driver’s License (CDL) training services to prepare city employees for the California DMV commercial driver’s license examination. The selected vendor must be an FMCSA-registered training provider responsible for administering ELDT courses, providing all necessary training materials, and conducting mock evaluations to ensure employees successfully pass the DMV road test. Training is expected to be conducted using city-owned vehicles, including CNG dump trucks with trailers, at the city's corporate yard. The contract is established for a seven-year term with a total compensation limit not to exceed 380,000 dollars. Proposals are evaluated based on training ability (30 percent), experience and expertise (25 percent), past performance (25 percent), and cost (20 percent). The city utilizes a monthly invoicing process with a 30-day payment term, though it may withhold up to 10 percent of invoice amounts pending the receipt of deliverables. The agreement is governed by California law, with venue in the San Bernardino County Superior Court, and requires the vendor to maintain professional standards of care and comply with California Labor Code Section 3700 regarding workers' compensation.
