The California Department of Public Health (CDPH) is soliciting proposals from firms that are able to provide scientific, analytical, and technical support to the Department for the development of regulations required under Health and Safety Code §104662(b). The contractor will assist the Department in conducting policy and scientific reviews, developing transparent evidence evaluation methods, and modeling the potential impacts of regulatory decisions related to restricted school foods and ultraprocessed foods of concern. All work conducted under contract shall support the Department in ensuring that regulatory determinations are informed by the policy and regulatory landscape and guided by a rigorous examination of reputable peer-reviewed scientific evidence. Proposals must address all the services described in Exhibit A entitled, ¿Scope of Work¿. CDPH intends to make a single contract award to the most responsive and responsible firm offering the highest scoring bid. This procurement is open to all eligible firms and/or individuals that meet the qualification requirements, including commercial businesses, nonprofit organizations, State or public universities (including auxiliary organizations) and other entities.
