Economic Impact Study

The San Diego County Regional Airport Authority is seeking proposals from qualified firms or individuals to conduct a comprehensive economic impact study of the San Diego International Airport. The primary objective is to produce a methodology-sound, defensible study that aligns with industry standards and FAA guidance to support funding applications, strategic planning, regulatory justification, and stakeholder communication. The selected contractor will be responsible for delivering a project schedule, a final technical report, an executive summary, a public infographic, and editable data workbooks. The anticipated agreement term is one year, with the final contract value to be negotiated with the chosen respondent. Proposals are due by September 9, 2026, and must be submitted as a single PDF via the Authority's online portal. Evaluation will be based on prior company experience, staff qualifications, the proposed work plan, and cost, with specific preferences given to certified small, veteran-owned, and local businesses. The successful respondent must have relevant experience within the last five years and will be required to execute the Authority's standard contractor agreement, which includes compliance with California state prevailing wage laws, strict non-discrimination standards, and specific insurance requirements. All work products and intellectual property created under this agreement will be owned by the Authority.
