Request for Proposals: ArcGIS Enterprise Cloud, Minimum Viable Product (MVP)

The New York City Department of Health and Mental Hygiene, through its Office of Emergency Preparedness and Response and fiscal agent Public Health Solutions, is seeking a vendor to implement and manage a cloud-based ArcGIS Enterprise Minimum Viable Product (MVP) pilot as part of a broader effort to modernize emergency response capabilities. This initiative supports the Teams Common Operating Picture project by integrating mapping, data sharing, and situational awareness tools into a single cloud environment to enhance coordination during health emergencies. The MVP will be hosted on U.S.-based cloud infrastructure—AWS or Azure—and must integrate with Microsoft 365, including single sign-on functionality, Survey123 capabilities, and secure database migration with full documentation. The vendor will be responsible for remote implementation, configuration, ongoing maintenance, technical support, and knowledge transfer to department staff, with optional in-person meetings for kickoff and closeout. The contract has a base period from November 1, 2026, through November 30, 2027, with two optional one-year extensions subject to funding, performance, and program need, totaling up to three years. The vendor must be a U.S.-based entity with at least five years of hands-on ArcGIS Enterprise experience, and all subcontracting requires prior written approval from the NYC Health Department. Subcontractors outside the United States are strictly prohibited from involvement in any part of the software development lifecycle. Key personnel—including a project sponsor, manager, and subject matter experts—must be identified with detailed resumes and work histories, and all team members must sign confidentiality agreements before accessing sensitive data. Proposals are evaluated on a trade-off basis with the highest weight given to the project approach (40%), followed by organizational capacity (25%), relevant experience and work product (25%), and cost (10%). The maximum award amount is $200,000, with payment only issued upon successful completion of deliverables and no advance payments permitted. Submission is required through the PHS Procurement Portal by July 2, 2026, and must include a fully completed scope of services template, resumes, organizational experience summaries, a work product example, and a proposed service level agreement outlining performance metrics and escalation procedures. All data must be handled in compliance with federal and local security standards, including robust backup, disaster recovery, and non-disclosure protocols.
