City of Del Rio PUBLIC NOTICE R:2025-053 REQUEST FOR PROPOSALS FOR COLLECTION AND DISPOSAL OF SOLID WASTE AND LANDFILL OPERATIONS FOR THE CITY OF DEL RIO DUE JUNE 11, 2025, at 3:00 PM CST The City of Del Rio (City) has contracted for solid waste collection, disposal, and landfill operations through multiple contracts with various contractors. The current contract is set to expire on January 31, 2026. To ensure clarity, transparency, and ease of evaluation, the City is issuing this Request for Proposal (RFP). The aim is to allocate risk appropriately between each party, simplify pricing for proposers, and streamline the evaluation process for the City. The RFP seeks Best Value proposals for the City’s consideration, selection, and award of a new contract. The services outlined in the contract are primarily divided into three key areas: 1) solid waste collection through the use of curbside carts and dumpsters, 2) single-stream recyclables collection, and 3) landfill operations and maintenance. The selected Contractor will be required to provide a Performance Bond and sufficient insurance. All necessary equipment, materials, labor, and management must be provided by the Contractor. The City of Del Rio will provide limited oversight and contract administration. Additionally, the Contractor must have its own facility within the City of Del Rio prior to start of work. All submissions must include the original copy of the proposal, five (5) copies and one (1) digital copy saved in a USB drive. All questions must be submitted in writing to the Purchasing Agent, Luis Menchaca, via e-mail to contact@example.gov no later than Juen 3, 2025, at 5:00 PM CST. It is the responsibility of the submitter to ensure their sealed proposal is received by the City of Del Rio City Secretary’s Office by the due date and time. Proposals received after the deadline shall be considered void and unacceptable. The City of Del Rio reserves the right to reject any and all proposals, to waive any informalities or irregularities, as it shall deem to be in the best interest of the City. This solicitation does not commit the City of Del Rio to award a contract, to pay any costs associated with the submission or preparation of any proposal submitted, or the procurement of the items or services listed. The City of Del Rio reserves the right to consider any other factors that it deems to be relevant to its needs. The City reserves the right to request additional information from an individual or to request all submitters to submit supplemental materials in fulfillment of the content requirements of this request for proposals (RFP) or to meet additional information needs of the City.
