Request for Qualifications-Design-Build Entity- Cochise County New Jail Project

Cochise County is seeking a qualified Design-Build Entity to provide comprehensive design and construction services for a new jail facility in Bisbee, Arizona. The project involves the creation of a facility with approximately 400 beds and infrastructure to support future expansion up to 600 beds, including housing units, intake and booking, medical and behavioral health services, and administration. The selected vendor must provide a single collaborative team consisting of a general contractor, architect of record, and engineers with specific experience in criminal justice and detention facilities. The project is expected to be awarded on March 26, 2027, with final delivery and completion anticipated by the first quarter of 2029. The County has secured approximately 130 million dollars in funding, with 90 million to 100 million dollars specifically allocated for construction. The procurement is a multi-phase process beginning with a Request for Qualifications. Interested firms must attend a mandatory site visit on October 14, 2026, and submit a Statement of Qualifications via the Bonfire portal by November 12, 2026. Pricing is strictly prohibited during this initial phase. The top three highest-ranked firms will advance to the Request for Proposals phase to submit technical and price proposals. All work must be performed by Arizona-registered professionals and comply with American Correctional Association and other national detention standards. The contract is governed by Arizona law and Cochise County Procurement Policy, requiring statutory payment and performance bonds for construction and adherence to standard Net 30 payment terms.
