Request for Qualifications for On-Call Professional Engineering Services for Building Systems

The Town of Cary is soliciting proposals under RFQ 354-FCFS27-19 for on-call professional engineering services to support various facility-related capital improvement projects. Issued on October 30, 2026, with a response deadline of December 3, 2026, this solicitation is conducted in accordance with the Mini-Brooks Act. The selected licensed firms will provide a range of services including site visits, schematic and conceptual designs, structural studies, and building systems assessments for plumbing, mechanical, electrical, fire, and structural systems. Deliverables include complete contract documents, project specifications, and construction drawings necessary for permitting and construction. Work will be authorized through project-specific task orders, and firms with familiarity with Cary's local codes, ordinances, and permit approval processes are preferred. Proposals will be evaluated based on team and firm experience and qualifications (50%), project understanding, approach and schedule (40%), and firm background (10%). The Town will rank the most qualified firms and begin contract negotiations accordingly. Selected contractors must adhere to strict insurance requirements for the duration of the contract and three years post-termination, and they must comply with all local health and safety regulations when performing work on Town property. If federal funds are utilized, the contract will be subject to federal provisions including the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Clean Air and Federal Water Pollution Control Acts. Invoices are to be submitted monthly and will be paid within thirty days of receipt, provided they include a valid purchase order number.
