The Social Security Administration is seeking a contractor to provide on-site secure document destruction services for security waste, including administrative papers, classified and sensitive documents, white and mixed recycled paper, and Braille documents, at its Field and Hearing offices across Iowa, Kansas, Missouri, and Nebraska. The contract is issued under FAR Part 12 as a commercial item solicitation with a Total Small Business Set-Aside under NAICS Code 561499 and requires all offerors to meet a mandatory experience threshold: at least one prior project involving on-site secure document destruction for a customer requiring personnel to obtain a security clearance. The work must be performed within designated hours—9:00 a.m. to 4:00 p.m., local time, Monday through Friday, excluding federal holidays—with pickups falling on holidays rescheduled to the preceding or following business day. The contractor must supply 60–70-gallon lockable bins with wheels and handles for waste collection, provide keys to SSA location managers, and use SSA-supplied banker boxes for purge waste. All document destruction must meet the standard outlined in 36 CFR 1226.24, ensuring materials are rendered irrecoverable. A witnessed Certificate of Destruction must be delivered to SSA personnel upon completion of each service. The contractor is responsible for safeguarding Personally Identifiable Information (PII) in accordance with the Privacy Act of 1974 and NIST guidelines, maintaining detailed logs when transporting or electronically transmitting PII-containing materials, and adhering to FISMA, NIST 800 series, and FIPS 199/200 requirements. Personnel must comply with strict conduct standards prohibiting theft, drug use, unauthorized access to government property or information, and violations of security protocols. Labor standards under the Service Contract Labor Standards and Fair Labor Standards Act apply, with wages governed by Department of Labor determinations and insurance requirements including a minimum $100,000 employer liability coverage for accidental bodily injury. The contract structure includes a base year and four option years extending through January 14, 2032, with services priced by monthly and unit-based line items. Invoices must be submitted with the contractor’s Unique Entity Identifier (UEI), include all required details such as contract number, delivery dates, shipping information, and explicitly stated payment discount terms, and be sent via electronic or physical copies to the designated address.
