Broad Agency Announcement (BAA) to design and develop Prototypes for Artificial Intelligence/Machine Learning Algorithms using novel approaches.In accordance with FAR 16.301-2(a)(1) and 16.301-2(a)(2), the Contracting Officer has determined that a cost reimbursement contract is suitable for this effort as it includes the research, development, production, or application of innovative new technologies and costs that cannot be estimated with sufficient accuracy to use any type of fixed price contract type. Therefore, these uncertainties of contractor performance do not permit costs to be estimated with sufficient accuracy tht will allow the use of any type of fixed-price contract type. Subsequently, the conditions for a cost reimbursement type contract are present IAW FAR 16-306-(b)(1)(i), a Cost-Plus Fixed-Fee (CPFF) type contract is specifically suitable for this effort since the services are for the performance of non-commercial research, development and experimentation. It is impracticable to secure services of this type without the use of a cost reimbursable type contract, specifically CPFF.
