1. Solicitation #: TITLE Reverse Ossmosis and Water Softener Systems Maintenance 2. SCOPE 2.1 Introduction / Objectives of the Requirement The three (3) Health Canada facilities, Sir Frederick Banting Building (SFB), Radiation Protection Bureau (RPB), Laboratory Centre for Disease Control (LCDC) and requirs quarterly and annual maintenance to our softening and reverse ossmosis and water system. Reverse ossmosis system loop requires sanitization for entire distribution system annually, this also inludes general system maintenace and water analysis. 3 REQUIREMENTS 3.1 Scope of Work Inspection and servicing of entire softening and RO water system components. Provide quarterly report with quote for necessary repairs to maintain the operational integrity of the systems as recommended by system manufacture. Provide daily log books (building maintenance staff inspection), quarterly and yearly inspections / maintenance to be left onsite (4 total) and to be filled out and verified by contractor. Quarterly (3 per year): • Inspect, test all system components and provide a maintenance checklist • Perform maintenance on all system componets as required, e.i. check pump for vibration, overheating in the bearing frame, mechanical seal leaks, check oil levels, remove and clean all ptobes and sensors • Provide full RO water analysis of purity, hardness and TOC, provide written report • Replacement of all pre filters (every 6 months) and inspect post filters and replace as required • Provide salt for softners for quarterly use and top up tanks • Functionality test of controls on softener and water test of softened water Annualy (1 per year): • Inspect and test all system components and provide a maintenance checklist • Perform yearly maintenance of systems components as per manufactures recommendations • Inspection of the brine draw systems, including the seal pack assemblies on the water softeners • Functionality test of controls on softener and water test of softened water • Check brine tank condition and clean • Provide salt for softners for quarterly use and top up tanks • Verify storage tanks pressures • Replace re-bed automatic Catalytic Carbon Filter • Replace UV bulbs and all fitlers (pre and post) • Replace RO membrane (beginning of year 1 and 3) • Perform a complete system and loop sanitization as per industry standards for the entire RO distribution piping systems, provide pre and post water analysis for TC/EC/HPC/TOC to ensure sanitation was performed adequately (to be performed after hours). All reports and delieverables will be provided in an english format. Security requirements: There are security requirements associated with this requirement. Reliability: 1. The Contractor personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by Health Canada/PHAC or the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC). 2. The Contractor MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor must ensure that its personnel are made aware of and comply with this restriction. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of Health Canada/PHAC. SELECTION METHODOLOGY: A bid must comply with the requirements of the bid solicitation and meet all mandatory criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
