The Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) issued a revised Request for Information (RFI) seeking insights into developing a Strategic Communication (SC), Marketing, and Outreach function for the Air Force Medical Services (AFMS). This function aims to support campaign plan development and execution, provide executive-level communication and marketing support, and evaluate media, internet, and content technologies. The goal is to enhance beneficiary and health team access to approved information, improve patient satisfaction and health outcomes, increase the visibility of AFMS policies and programs, and bolster the reputation of AFMS's "Trusted Care Anywhere" initiative. The SC efforts are divided into material and non-material components. Material capabilities must include evaluating, designing, testing, and integrating advanced health websites, social networking services, social media, virtual support groups, and mobile medical applications. Notably, the SC must have the ability to harvest, store, and analyze unstructured social media content to provide actionable insights that support patient self-care. Non-material efforts focus on centralized communication, social marketing, outreach campaigns, guidance development for 75 medical treatment facilities, and monitoring ongoing campaigns to enhance patient activation, change management, and reputation management. Responses to this RFI, due by May 8, 2012, are intended solely for information gathering and planning, with no contract award or financial obligation involved. Vendors are encouraged to submit company information, capabilities, and relevant cost data but should avoid proprietary content since all submissions will be treated as public.
