The City of Laredo is soliciting bids for the Car/Truck/Heavy Truck Wash Services through a formal Request for Bid (RFB 2026-014), with a posting date of November 7, 2025, and a response deadline of December 3, 2025. The procurement emphasizes electronic bid submissions via the Cit-E-Bid portal as the preferred method to ensure timely and efficient processing, though hand-delivered bids will also be accepted at City Hall. The contract is expected to be valued between $50,000 and $250,000, with the possibility of extending the agreement up to three additional years. Bidders must submit comprehensive documentation, including conflict of interest questionnaires, non-collusive affidavits, and certificates of interested parties, in compliance with Texas Local Government Code requirements. The bid process strictly prohibits mailed, emailed, faxed, or telegraphic proposals, emphasizing the importance of submitting through the designated electronic platform or in person. The solicitation details specify that the awarded contract will involve providing vehicle wash services for the city’s fleet, with performance to occur within Texas, specifically at locations designated by the Fleet Department in Laredo. The scope includes detailed specifications for various vehicle types, emphasizing compliance with product descriptions, packaging, and delivery standards. The contract administration provisions outline responsibilities for invoicing, payment, and inspection, with the city retaining rights to reject bids or terminate the agreement for non-compliance. Additionally, the procurement process incorporates mandatory representations and certifications, including conflict of interest disclosures, ethical compliance, and socioeconomic status declarations, which may influence eligibility and award decisions. The bid package requires detailed pricing for multiple vehicle wash services, with unit prices and extended totals to be provided, although these fields are initially blank in the documentation. Overall, the process underscores transparency, compliance with local and state laws, and adherence to specified procurement protocols to ensure fair competition and effective service delivery.

The City of Laredo strongly encourages electronic bid submissions through Cit-E-Bid, which is the preferred method for bid delivery. Electronic submissions help ensure timely receipt and efficient processing. While electronic submission is preferred, hand-delivered bids will also be accepted. If submitting in person, bids will also be received at City Hall.   The City of Laredo reserves the right to reject any and all bids, and to waive any minor irregularities.
**If the bidder submits both an electronic bid and a properly completed manual bid, the Purchasing Division will use the electronic bid to determine the total bid amount of the bid. If the bidder submits an electronic bid and a manual bid that is not complete, the Purchasing Division will use the electronic bid to determine the total bid amount of the bid. Bid forms can be downloaded and printed through Cit-E-Bid. Mailed Proposals (i.e. USPS, FedEx, UPS), telegraphic, or facsimile proposals will not be considered. **
