RFB 26-0036 Portable Toilet Rental and Service (Annual Contract)

The Columbus Consolidated Government is soliciting vendors to provide portable toilets, hand washing stations, and grey water collection containers through a two-year contract with an option to renew for three additional one-year periods. Services include delivery, installation, daily or weekend servicing, cleaning, sanitizing, refilling supplies, deodorizing, maintenance, repair, and prompt removal of units at various locations across Georgia. All units must be delivered in clean, properly functioning condition and adequately stocked, with standard rentals requiring 48-hour response times and special events or emergencies needing 24-hour notice. Pricing must remain fixed for the initial two-year term, with price escalation only permissible afterward via a fully documented request. The contract includes mandatory insurance coverage with a $2 million pollution liability limit, naming the City as an additional insured, and requires submission of certificates within 10 business days of award. Vendors must provide a notarized E-Verify Affidavit and Conflict of Interest Affidavit, complete IRS Form W-9, and comply with federal and Georgia state requirements including the Georgia Security and Immigration Compliance Act, Buy America provisions, and labor and environmental regulations.
