RFFCP (RFFCP2022) Tribal Capacity Building Program – Modoc RCD in partnership with the Fort Bidwell Indian Community (SNC1744-RFFCP)

The Sierra Nevada Conservancy is awarding grant agreement 1744-RFFCP under the Tribal Capacity Building Program to the Modoc Resource Conservation District in partnership with the Fort Bidwell Indian Community. This fuels reduction project is designed to protect the Fort Bidwell Electrical Substation, a critical piece of infrastructure for the reservation, by reducing hazardous fuels across approximately 27 acres in Modoc County, California. The project is classified under NAICS code 561730 and is designated as a forecast with a posted date of August 31, 2026. The scope of work is divided by land ownership, with 16 acres of tribal land and 11 acres of private land. On tribal lands, hazardous fuels will be reduced exclusively by hand crews using lop and scatter techniques and the construction of 4x4 piles to thin encroaching junipers and underbrush. On private lands, both hand thinning and mechanical thinning activities are permitted. The project is legally supported by a Notice of Exemption dated August 28, 2026, citing Public Resources Code section 4799.05 and CEQA categorical exemption 14 CCR 15304.
