The U.S. Navy issued a Request for Information (RFI) to explore new call delivery technologies that could potentially replace its current 911 Routing and Management Service (911-RMS) used for landline calls on Navy bases within the Continental United States, Commander Joint Region Marianas, and Commander Navy Region Hawaii. This service supports both emergency 911 and non-emergency administrative calls by routing them to regional dispatch centers. Presently, the Navy contracts with AT&T and Comtech Telecommunications Corporation to provide these services. The Navy is seeking information from industry to assess capabilities and interest without committing to any procurement or awarding a contract through this announcement. Interested companies were invited to submit capability statements electronically by March 4, 2019, at 12:00 PM Pacific Standard Time, addressing specific areas outlined in the RFI document. The response process is intended solely for planning purposes, with no reimbursement offered for costs related to the effort, and no contract resulting from the RFI itself. Questions and submissions were directed to the designated Navy Contract Specialist. This initiative reflects the Navy's interest in potentially enhancing or replacing its existing 911 call routing system through innovation and improved technologies.

This announcement is not a Request for Proposals (RFP), and constitutes only a Request for Information (RFI) to assess industry interest and capability. The U.S. Navy is interested in discovering new call delivery technologies that could possibly replace the existing 911 Routing and Management Service (911-RMS) that the Navy currently utilizes to provide Emergency 911 and Non-Emergency Administrative call service for land line calls made from Navy bases within Continental United States (CONUS), Commander Joint Region Marianas (CJRM), and Commander Navy Region Hawaii (CNRH) to receive Navy emergency dispatch via their respective Regional Dispatch Centers. The current provider for 911-RMS to the Navy is AT&T teamed with Comtech Telecommunications Corporation. Interested firms are invited to respond to this RFI by providing an information statement that addresses the areas of emphasis in the attached RFI for Services Procurements. The attached RFI sets forth the requirements for response submission. The deadline for submission of capability information is 4 March 2019, 12:00 Pacific Standard Time. Capability information is to be submitted via electronic transmission as specified in the attached RFI. Please direct any questions and transmit capability information to the Contract Specialist Johannes Cardenas at contact@example.gov. N66001-27-Q-6003 Notice of Intent to Sole Source to Concurrent Technologies Corporation (CAGE Code: 0W151)
Solicitation # N66001-27-Q-6003
The Department of the Navy, through the Naval Information Warfare Center Pacific, intends to award a non-competitive, firm-fixed-price purchase order to Concurrent Technologies Corporation (CAGE 0W151) for the procurement of antenna components. This acquisition supports the Ship Signal Exploitation Equipment (SSEE) Increment F system and specifically requires parts for the assembly of OE-4671 V2/URD antennas. The required deliverables include one TSA Mast Weldment (P/N 0212654-1 REV F RL), two Support Tube Assemblies (P/N 0211468-2 REV G RL), and eight Device Tube Assemblies (P/N 0212772-1/REV A RL). All components must be compatible in form, fit, and function with existing systems and meet First Article testing standards for weld requirements. The government has identified Concurrent Technologies Corporation as the only responsible source capable of meeting these requirements within the necessary timeframe. This action falls under NAICS Code 334220 and Product Service Code 5985. While this is a sole-source intent, the government will consider capability statements from other responsible sources submitted via email to Hannah Chichester or through the PIEE Solicitation Module under solicitation N66001-27-Q-6003 by 10:00 AM PST on October 30th, 2026. Request for Information and Draft PWS Feedback for DICE Laboratory Sustainment and Engineering Support
Solicitation # N6600127R3505_0001
NIWC Pacific is conducting market research via a Request for Information for the sustainment and engineering support of the Development, Integration, and Certification Environment (DICE) laboratory in San Diego, California. This opportunity is exclusively available to SeaPort-NxG contract holders and seeks feedback on a proposed transition from a purely Cost-Plus-Fixed-Fee structure to a hybrid model. The anticipated period of performance is five years, consisting of one base year and four twelve-month option years. The requirement focuses on providing systems engineering, cybersecurity, laboratory sustainment, and hardware-in-the-loop integration support for major C4ISR programs, including CANES. The proposed hybrid contract structure divides work into two tiers: Core Laboratory Operations and Sustainment, which will be Firm-Fixed-Price for predictable daily tasks such as facility management and IT administration, and Technical and Test Event Surge Support, which will be Cost-Plus-Fixed-Fee for on-demand requirements like fleet emergencies and rapid prototyping. Due to the nature of the work in secure facilities and SCIFs, a workforce with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances is required. Performance will be measured against specific Acceptable Quality Levels (AQLs) regarding facility security, infrastructure sustainment, and cybersecurity compliance, with payment for the fixed-price portion contingent upon meeting these standards. Interested SeaPort-NxG contractors must submit their feedback and company details, including CAGE code and contract number, by October 28, 2026.
