Request for Information (RFI) / Sources Sought: Commercial Compensation Data License and SaaS Platform


The Army Contracting Command – Rock Island (ACC-RI) issuing this Request for Information (RFI) as part of a market research initiative in accordance with FAR Part 10. The primary objective is to support the development of a government acquisition strategy and solicitation for compensation data licenses.  Your responses will help the United States Government understand the range of available products and services, as well as common industry practices, identify capable vendors and assess market availability for compensation data benchmarking platform and data licenses.


This is an RFI/Sources Sought notice only. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). No contract will be awarded from this notice, and the Government will not pay for information received. 


OBJECTIVE


The objective of this contract is to procure a firm fixed price commercial-off-the-shelf (COTS) web-based compensation data platform. The platform must enable Department of War (DoW) Acquisition professionals to conduct extensive planning, market pricing, entry-level to executive compensation analysis, and geographic cost-of-living assessments without relying on disparate or disjointed data sources.


SCOPE OF WORK


The Contractor shall provide continuous, web-based access to a robust, bundled suite of tools designed specifically for compensation planning and analysis. The underlying database must encompass a broad spectrum of companies, an extensive variety of job roles (from entry-level to executive), including extensive global salary data, and a multitude of industries to ensure statistically significant benchmarking. The scope includes all licensing, hosting, maintenance, and data updates necessary to fulfill the performance requirements.


CORE SALARY BENCHMARKING CAPABILITIES


Market Comparison: The solution must include a detailed salary calculator allowing users to determine competitive salary levels and compare internal employee pay against market benchmarks.


Data Transparency: Users must have instant online access to employer-reported compensation survey data, which must include comprehensive job descriptions, survey population sizes, and reliability statistics.


EXECUTIVE COMPENSATION ANALYSIS


Broad Executive Tracking: The platform must provide competitive survey data covering a vast array of executive job titles across multiple industries.

NONPROFIT SECTOR COMPENSATION


Regulatory Sourced Data: The platform must provide access to competitive pay data for nonprofit executive compensation, sourced directly from official filings (e.g., IRS Forms 990, 990-EZ, and 990-PF).


Visual Analysis & Verification: The data must be presented via interactive graphs and tables, with the ability to benchmark against comparable organizations and view the original source documents.
