This notice is not a Solicitation and it does not seek the submission of formal binding quotation/proposal.  If the DOT determines that these services will be procured, a formal Request for Proposal will be issued. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice. Your response will be treated as information only. It shall not be used as a proposal.
