USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside procurement, under NAICS code 336612, seeks to award up to four Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the design, production, testing, and delivery of approximately 411 boats and associated purpose-built trailers. The scope includes comprehensive logistics support, technical documentation, and crew familiarization services. The anticipated ordering period spans ten years, consisting of a two-year base period and an eight-year option period. The acquisition utilizes a two-phase competitive process. In Phase I, the government evaluates written proposals based on mission effectiveness, production and management, and price, with non-price factors being significantly more important. Up to four awardees will each receive an initial delivery order to construct one demonstrator boat and trailer. Phase II consists of a 90-day in-water demonstration to evaluate performance, with the final best-value tradeoff resulting in the selection of a single IDIQ contractor for all subsequent production orders. Phase I proposals are due by 1400 Eastern Time on November 20, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. Military Sealift Command is exploring the feasibility of moving the MSC fleet towards Extended Service Interval (ESI) liferafts. There are approximately 1200 annually serviced liferafts across the fleet, with 80% being 25-Person liferafts and 20% of varying capacity, between 6-Person and 100-Person. For the 25-Person liferafts, almost 20% are designated as davit launched. Per References 1 and 2, currently SOLAS regulations permit service intervals of up to five years for novel liferafts that are proven to meet specific criteria and pass thorough testing. Approval of these novel liferafts for use on commercial vessels is at the discretion of each flag state. Additional guidance has been provided by SOLAS to flag states for approval of novel 30-MONTH ESI liferafts, as noted in Reference 3. Utilization of extended service interval liferafts is already prevalent within the passenger ship sector of the maritime industry. All liferafts onboard MSC ships must meet the approval of the USCG. Minimum criteria to achieve USCG approval for novel liferafts can be found in the Code of Federal Regulations (CFRs), such as Reference 4. Please see attached for complete details.

The Military Sealift Command requires the operation and maintenance of two Expeditionary Transfer Dock vessels, the USNS Montford Point and USNS John Glenn. The selected contractor is responsible for ensuring these vessels remain mission ready at all times, operating them in a professional manner and maintaining them in good operable condition. Compliance with all relevant laws and regulations is mandatory, including maintaining valid United States Coast Guard Certificates of Inspection and American Bureau of Shipping Classifications. Due to the nature of the missions, the contractor must possess a Secret facilities clearance and employ personnel with Secret security clearances. This is a small business set-aside procurement under NAICS 483111, expected to be awarded as a single fixed-price contract with pass-through elements. The contract structure includes a base year from May 2, 2027, to May 1, 2028, with four subsequent one-year options. Award will be determined via a tradeoff source selection process where technical acceptability and past performance are combined and weighted as significantly more important than price. Performance is monitored through onboard condition inspections and key metrics related to cost, schedule, and maintenance, which inform CPARS ratings and a potential award fee of up to 250,000 dollars per evaluation period.
