The Department of Defense, through the Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic), has issued a Request for Information (RFI) seeking details on commercially available Bi-Directional Amplifier (BDA) systems designed to enhance Enterprise Land Mobile Radio (ELMR) signals within the Navy Region Mid-Atlantic Regional Dispatch Center. The BDA system must operate within the 380-400 MHz frequency range, specifically amplifying P25 Phase 1 and Phase 2 signals between 380.0000 to 388.8875 MHz from exterior to interior and 390.0750 to 400.0000 MHz from interior to exterior. Key technical requirements include wall-mount capability, operation on 120 VAC 60 Hz power, and design features that prevent feedback loops between interior and exterior antennas, assuming 20 dB wall attenuation and 3 dB antennas. The system must provide a minimum gain of 20 dB (with an objective of adjustable gain between 0 to 20 dB) on both signal paths and include a high-pass filter on the return path. Additionally, the interior-to-exterior path must have a threshold signal rejection of 20 dB at 386 MHz, with an objective of 70 dB, and allow technicians to disable this amplifier without special tools. Respondents are requested to provide company information including manufacturing or distribution status, product descriptions, pricing, and General Services Administration (GSA) schedule details. All submissions will be treated as public information and used to inform future SPAWARSYSCEN-Atlantic projects related to BDA equipment selection, which will consider survey responses and focus group feedback. Vendors are advised not to submit proprietary information and should expect potential follow-up for additional product details. The RFI due date was February 22, 2017, and aims to collect comprehensive data to support comparative evaluations and validation of Bi-Directional Amplifier technology meeting the stated operational and technical criteria.

Request for Information (RFI) Bi-Directional Amplifier in the 380-400 MHz range that includes a high pass filter on the return (inside to outside) path. DUE: 22 February 2017 The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Code 55250 is seeking information on a commercially-available Bi-Directional Amplifier (BDA) system. The BDA system will be used to boost the Enterprise Land Mobile Radio (ELMR) signal within the Navy Region Mid-Atlantic Regional Dispatch Center. The BDA System must be capable of the following: 1. General a. The BDA shall be wall mountable. b. The BDA shall run on 120 VAC 60 Hz power. c. The BDA shall be designed so that the interior signal is not fed back into the exterior antenna and amplified. Assume a 20 dB wall between the interior and exterior antennas and 3 dB antennas. d. The BDA shall be designed so that the exterior signal is not fed back into the interior antenna and amplified. Assume a 20 dB wall between the interior and exterior antennas. Assume a 20 dB wall between the interior and exterior antennas and 3 dB antennas. 2. Exterior to Interior amplification: a. The BDA shall boost all P25 Phase 1 and Phase 2 signals between 380.0000 MHz and 388.8875 MHz. b. The gain of the BDA (not including antenna) shall be (threshold) 20 dB or (objective) adjustable between 0 dB and 20 dB. 3. Interior to Exterior amplification: a. The BDA shall boost all P25 Phase 1 and Phase 2 signals between 390.0750 MHz and 400.0000 MHz. b. The gain of the BDA (not including antenna) shall be (threshold) 20 dB or (objective) adjustable between 0 dB and 20 dB. c. The BDA shall provide a (threshold) 20 dB or (objective) 70 dB rejection of a signal at 386 MHz. d. (Objective) The interior to exterior amplifier can be turned off by a technician in the field without special tools. Review of this information is being performed by SPAWARSYSCEN-Atlantic Code 55250, which aims to conduct objective comparative assessments and validations of BDA systems to determine if the solution meets the Governments requirements. All information received will be treated as public knowledge and may be used in SPAWARSYSCEN-Atlantic documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a description of features. 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for inclusion in SPAWARSYSCEN-LANT projects. If a SPAWARSYSCEN-LANT project requiring this type of equipment is executed, the equipment selection will be based upon a number of factors, including responder surveys and focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information.
