RFI - FOIA and eDiscovery Management System and Supporting Services - The purpose of this amendment is to extend to 05/19/2026.

The platform must support high-volume data processing, including cases exceeding 25 TB, maintain ≥99.9% system availability, achieve ≥90% recall and ≥85% precision in document review, and ensure ≤1% redaction error rates, while exclusively hosting and processing all data within the United States. All systems must integrate with Treasury infrastructure, support 750 concurrent users, enable bulk data transfers via Netbond, preserve native file formats and metadata, and produce outputs in standardized formats like TIFF, PDF, and Concordance load files. The contract is structured as a Firm-Fixed-Price agreement with a one-year base period and six optional one-year extension periods, exercisable at the government’s discretion, with the period of performance extended through May 19, 2026. Personnel must be U.S. citizens with High-Risk background investigations, PIV-1 and PIV-2 credentials, and continuous compliance with HSPD-12 and NIST AAL2 multi-factor authentication standards.
