Naval Supply Fleet Logistics Center Pearl Harbor (NAVSUP FLCPH) is conducting market research in compliance with Federal Acquisition Regulations (FAR) Part 10. THIS NOTICE IS BEING ISSUED SOLELY FOR MARKET RESEARCH, INFORMATIONAL, AND PLANNING PURPOSES. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB).


This Request for Information (RFI)/Sources Sought Notice is issued for the purpose of identifying interested and capable commercial sources that may be able to satisfy the Government’s requirement described herein. The Government is conducting market research to determine the availability of commercial capabilities, industry interest, potential competition, and appropriate acquisition strategy.


This notice does not constitute a commitment, implied or otherwise, that the Government will take procurement action in this matter. The Government is under no obligation to issue a solicitation, award a contract, or otherwise pay for any information submitted in response to this notice.


Responses to this notice are strictly voluntary. The Government will not reimburse respondents for any costs associated with preparing or submitting a response, including any direct or indirect costs, labor, or expenses incurred in support of responding to this announcement.


The Government reserves the right to use, not use, or reject any information provided in response to this notice. Responses will not be considered proposals, quotes, or offers, and no contract award will result directly from this announcement. The Government is not obligated to provide feedback, evaluations, or results of the market research to respondents.

1. INTRODUCTION / BACKGROUND. The mission of Commander, Navy Region Hawaii (CNRH) is to provide shore installation operating support to Navy commands located in the Hawaii Region and to the Air Force as the supported component of Joint Base Pearl Harbor-Hickam (JBPHH).  Consisting of various departments and program support, CNRH enables maximum mission readiness of tenant commands and activities by providing the highest quality installation services, facilities support, and quality of life programs.  


Joint Base Pearl Harbor-Hickam (JBPHH) Unaccompanied Housing (UH) and JBPHH Family Housing (FH) consists of two Private Public Venture (PPV) housing agreements: 1) Hickam Communities LLC’s agreement with the Air Force to own and manage the homes on the former Hickam Air Force Base Property, to include 2,495 units, and 2) The Ohana Military Communities (OMC), a Hunt Military Community partnership with the Navy to own and manage the houses on Navy property, which includes 4,512 units.


CNRH seeks a qualified Contractor to provide Appliance Repair for JBPHH UH barracks located on Oahu, Loaner Furniture Drayage, repair services for JBPHH Family Housing and unaccompanied single personnel to on-base PPV housing and community housing located off the installation on the island of Oahu, as described in this Performance Work Statement (PWS).  The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, vehicles, supervision, and services necessary to perform Furnishing Management Office (FMO) operations, except for those items specified as Government Furnished Property (GFP).  The Contractor shall provide services to include major/minor repair, delivery, and pick-up of Government-owned loaner furniture to privatized homes for Navy and Air Force PPV Housing projects and within off-base civilian communities on Oahu, for authorized JBPHH accompanied and unaccompanied Navy and Air Force personnel, serviced by the 647th Force Support Squadron (647 FSS) and the Regional Support Center, (RSC) Pearl Harbor.


This Sources Sought notice is being issued for market research purposes in accordance with FAR Part 10 to determine whether capable commercial sources exist that can satisfy the Government’s minimum requirements.  Interested vendors are encouraged to review the attached draft Performance Work Statement (PWS) for additional details regarding the contemplated requirement.


2. NAICS CODE. The applicable North American Industry Classification System (NAICS) code is anticipated to be:


561210 – Facilities Support Services


The associated small business size standard is $47.0 million.


3. SUBMISSION REQUIREMENTS. Interested sources capable of meeting the requirements identified in this notice shall submit a capability statement not exceeding five (5) single-sided pages, excluding cover page and table of contents. Responses shall be concise and specifically address the Government’s requirements.


Capability statements should address the following:


a. Provide the following company information:


•         Company name and address;


•         UEI and CAGE Code;


•         Point of contact information;


•         Business size under the anticipated NAICS code;


•         Small business socioeconomic status for example, Small Business (SB), Small   Disadvantaged Business (SDB), 8(a),    Economically Disadvantaged Woman Owned SB (EDWOSB), WOSB, HUBZone, or Service-Disabled Veteran Owned SB (SDVOSB), if applicable; and


•         Confirmation of active SAM.gov registration.


b. Please indicate whether your firm is interested in competing for this requirement as a prime contractor.  If you are subcontracting any of the services out, contemplating a Joint Venture, and/or creating a teaming arrangement, please provide the name of these companies and what work they will be performing, if available. Please provide your company’s specific experience in the area of the requested services.  Please ensure the information is sufficiently detailed regarding previous experience (indicate whether the experience has been as a prime contractor or subcontractor) on similar requirements (include the services provided, the number of facilities involved, and any other relevant information you deem applicable).  If applicable, please provide the same experience information from any subcontracts, Joint Venture, and/or teaming partners you may propose with.    


c. Vendors may provide questions, comments, or recommendations regarding the draft requirement, acquisition strategy, or draft PWS.  Responses to the questions, comments, or recommendations will NOT be posted.

  • Assist in determining the appropriate acquisition strategy; and
  • Support any future justification regarding restricted competition, if applicable.

6. DISCLAIMER. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses received from this notice, is solely within the discretion of the Government.


Responses received will be considered solely for the purpose of determining the availability of capable commercial sources and whether conducting a competitive procurement is in the best interest of the Government.
