AI Contract Overview
The Department of Defense has issued a Request for Information (RFI) to conduct market research and assist in shaping its acquisition strategy for upcoming manual automotive cleaning facility repair services and related wash rack commodities. This RFI is not a solicitation and does not request quotes or pricing proposals at this stage. The Government is considering whether to award a single contract covering both certified maintenance/repair services and procurement of associated commodities or to pursue separate contracts for these functions. Feedback from industry providers on the feasibility of a single-source solution versus a split acquisition approach, as well as the appropriateness of the designated NAICS code 811310, is requested. Respondents are asked to provide detailed information about their business, including contact data, capabilities, business size classification, certifications, and any relevant GSA contracts. Industry participants are encouraged to submit questions to clarify the draft Performance Work Statement and commodity list by the mid-June deadline. All responses and inquiries will be reviewed to refine the Government’s requirements for this project, with communication centralized through specified Contract Specialists. The place of performance is Mt Zion, Illinois, and no set-asides are applied for this sources-sought RFI.

Full Description
This Request for Information (RFI) is issued solely for market research and planning purposes. This is not a solicitation, and no quotes or pricing proposals are requested or will be accepted at this time. The Government is seeking information from industry providers to shape its acquisition strategy for an upcoming requirement encompassing both manual automotive cleaning facility/repair services and associated wash rack commodities.
Specifically, the Government is seeking industry feedback on the feasibility of a single-award solution versus a split acquisition strategy. Please address the following questions in your response:
1. Single-Source Capability: Can a single prime contractor feasibly provide both the certified maintenance/repair services (draft PWS) and procure/supply all the specified wash rack commodities (Excel document)?
2. Industry Norms: Is it more standard within this industry for a single company to manage both the service execution and commodity procurement, or is it typically executed by separating the service contract from the commodity procurement?
3. Is the proposed North American Industry Classification System (NAICS) (811310) appropriate?
4. In addition to the above, the following information is requested from interested offerors:
- Business Name
- Point of contact name, email, and telephone number.
- Cage Code and UEI number
- Capabilities to perform and/or hire qualified personnel/subcontractors for this type of acquisition
- Applicable business size i.e. large business, small business, SBA Certified 8(a) Program Participant, SBA Certified HUB Zone, Service-Disabled Veteran Owned Business, Woman Owned Small Business
- GSA contract number, if available
Industry partners are highly encouraged to submit clarifying questions regarding the draft Performance Work Statement (PWS) and the commodity list. All feedback, capabilities statements, and questions will be used strictly to refine the Government's requirements for this project.
Questions regarding this potential requirement are due by Wednesday, 17 June. Questions and answers will be posted prior to announcement closing.
All questions and responses shall be submitted to the Contract Specialist and Contracting Officer identified in this notice.
