RFI-Telematics System for Managing Powered Industrial Vehicles

The United States Postal Service is seeking market information through a Request for Information (RFI) to evaluate potential telematics solutions for managing its fleet of over 10,500 Powered Industrial Vehicles (PIVs), including more than 3,500 forklifts, 3,400 tow motors, and 3,600 rider pallet jacks deployed across numerous facilities such as Regional Processing and Distribution Centers, Network Distribution Centers, and Destination Delivery Units. The envisioned System for Managing PIVs (SMPIVs) must consist of hardware components—such as onboard vehicle controllers, vehicle transceivers, and fixed transceivers—as well as a companion software application to enable real-time monitoring, operator accountability, maintenance tracking, and comprehensive reporting. The system is required to operate continuously 24/7/365 with near real-time data logging, maintain event data for at least 30 days during communications outages, and comply with stringent environmental, safety, and security standards. Hardware must be ruggedized for industrial use, meet MIL-STD-810F for vibration and shock resistance, and be protected by NEMA 3 or NEMA 4 enclosures. All components must be certified as intrinsically safe and adhere to OSHA 29 CFR Part 1910.178, FCC regulations, IEEE 802.11 wireless standards, IEC EN61000-4 series for electromagnetic compatibility, ANSI INCITS 256-2001 and ISO/IEC 18000 for RFID, and UL 60950-1 for electrical safety. The system must support RFID Postal Badge authentication for operator identification and operate within temperature ranges of -60°F to 105°F and 90% non-condensing humidity. The solution must be architecturally designed for in-house hosting by the USPS, with all applications, databases, and engines capable of running on USPS IT infrastructure using Microsoft Edge as the official browser. Security requirements include Advanced Encryption Standard (AES) and TLS for data integrity, compliance with USPS web-based system security policies, and the ability for vendors to obtain necessary USPS credentials for system support. Respondents are required to confirm FedRAMP certification, affirm full compliance with all referenced standards and capabilities outlined in the Draft Statement of Work, and provide preliminary cost estimates including licensing, service fees, rate structures, and installation expenses. Warranty terms mandate a 2
