The contract for the Family Resource Centers funded through RFP 1206 issued by the New York State Office of Children and Family Services (OCFS) is structured as a five-year grant agreement, with an anticipated start date of May 1, 2026, and ending April 30, 2031. It aims to establish or sustain community-based, family-focused hubs across all NYS counties outside of New York City, designed to prevent child abuse, strengthen families, and improve outcomes for at-risk populations. The program emphasizes accessible, strength-based services informed by local needs assessments, with partnerships involving schools, health providers, social services, and community residents. Funding ranges from a minimum of approximately $1.5 million to a maximum of $4.5 million per award, based on serving one to three counties over the full term, with total program funding potentially reaching up to $20 million across multiple awards. Applicants must operate in compliance with all applicable federal and state laws, including federal regulations under 2 CFR Part 200, and adhere to program-specific standards such as the Standards of Quality for Family Strengthening and Support. The procurement process involves a two-step submission: first, applicants must complete an online administrative form via the NYS Contract Reporter and OCFS funding portal, providing organizational identifiers and attestations; second, they must reply to the confirmation email with a comprehensive proposal package, including detailed narratives, budgets, and required certifications. Proposals are due by December 12, 2025, at 4:00 PM ET, and must be submitted electronically—password-protected or secured files are not permitted. The evaluation process is merit-based, with proposals passing a minimum qualification review before being scored on technical approach, organizational capacity, community collaboration, and budget reasonableness. Awards will prioritize proposals serving underserved counties and achieving regional coverage, with the highest-scoring applications recommended for funding. The contract incorporates mandatory clauses related to confidentiality, insurance, MWBE and SDVOB participation, and compliance with federal and state regulations, with no explicit bar-coding or MIL-STD standards specified. All documents, including certifications, budgets, and program plans, must be clearly labeled and submitted in accordance with the detailed instructions to ensure proper review and compliance.

Full Description

The New York State Office of Children and Family Services (OCFS) announces the release of this Request for Proposals (RFP), which provides funding from the Community-Based Child Abuse Prevention (CBCAP) Program to operate Family Resource Centers (FRCs). This initiative is designed to support community-based FRC programs with the goal of strengthening and supporting families to prevent abuse/maltreatment and/or the recurrence of abuse/maltreatment, and improving outcomes for families at risk of/or experiencing child abuse. Applicants must operate in accordance with all applicable laws, rules, and regulations in the provision of these services. OCFS is committed to strengthening families and communities to improve the safety and well-being of children and families, and to prevent families’ involvement in the child welfare system. OCFS is seeking proposals to establish new or continue existing Family Resource Centers (FRCs) throughout New York State (NYS). FRCs are a key component of OCFS’s prevention services array[1], designed to serve families upstream, reducing the likelihood of contact with the child welfare system. For the purposes of this RFP, the term Family Resource Center also includes programs that OCFS refers to as Family Opportunity Centers (FOCs). FRCs are voluntary, flexible, family-focused hubs of support and resources that are sensitive to families’ lived experiences. Programs are located in easily accessible locations, such as schools, or in central locations within the community. FRCs provide strength-based, universally accessible programs, and offer intentionally selected services based on the needs and interests of families. Their specific service array is informed by a local needs assessment or building on an existing planning process with interdisciplinary participation, including representation from parents, local providers such as health, social services, local government, schools, youth bureaus, childcare agencies, and community residents. FRCs also support local inter-agency and community collaboration. FRCs work closely with local departments of social services (LDSS) and other community partners, including schools and mental health and substance use disorder service providers to improve coordination of services and reduce barriers to access. These partnerships are crucial to improving the safety and well-being of children, youth, and families in New York’s highest need communities.
