RFP 2025-17 Health Program Consulting Pool

The California Health Benefit Exchange, operating as Covered California, is soliciting proposals to establish a pre-approved contractor pool for specialized health program consulting services under RFP 2025-17. This solicitation targets organizations and individuals with expertise in six defined service areas: Health Program Actuarial Services, Health Benefits Consulting Services, Pharmaceutical Benefits Consulting Services, Dental Benefits Consulting Services, Healthcare Marketplace Development Consulting Services, and Health Equity and Quality Transformation Consulting Services. The resulting contract will have an initial three-year term from January 1, 2027, to December 31, 2029, with an option to extend for two additional consecutive years, not to exceed five years in total. The estimated total funding for the initial term across all awardees is $6,600,000, subject to available funding from Qualified Health Plans. Proposals must be submitted electronically by July 27, 2026, at 2:00 PM Pacific Time, in PDF format, with all documents paginated, sequentially numbered, and containing the proposer’s name in headers orfooters. Hard copy submissions are rejected as non-responsive. Proposers must comply with a comprehensive set of mandatory administrative, technical, and contractual requirements. Administrative submissions include completed and signed attachments: Proposal Cover Page (Attachment 1), Payee Data Record (STD. 204), Contractor Certification Form (Attachment 3), Statement of Economic Interests Certification (Attachment 4), Bidder Declaration (GSPD-05-105) (Attachment 5), Proposal Checklist (Attachment 6), Generative AI Risk Assessment (HBEX 707) (Attachment 7), and Proposer’s Minimum Qualifications Certification for each service area (Attachment 8). Proof of active business status with the California Secretary of State is required, as are certificates for Workers’ Compensation, Cyber Liability, Automobile Liability (minimum $1,000,000 per occurrence, including non-owned auto), and Professional Liability Insurance, with exceptions allowed only if valid justifications are provided and certificates submitted prior to contract execution.
