The Commonwealth of Kentucky, through the Finance and Administration Cabinet and the Department of Corrections, is soliciting proposals for the operation of Reentry Service Centers, Halfway Houses, and Recovery Kentucky Centers. These residential facilities are designed to provide reentry and substance use disorder treatment services to felons, probationers, parolees, and pre-release offenders. The contract is structured as a firm fixed unit price agreement with an initial term of two years and the possibility of two additional two-year renewals. Multiple contracts may be awarded statewide, although there is no guaranteed minimum bed quantity. Facilities must adhere to strict operational and design standards, including compliance with the Prison Rape Elimination Act, local fire codes, and specific layout requirements such as separate resident and service entrances and dedicated spaces for counseling and visitation. The Department of Corrections will conduct regular announced and unannounced inspections to ensure quality and safety. Pricing is based on fixed daily per diem rates for various levels of care, ranging from approximately 29.62 to 40.37 dollars per day depending on the resident's classification and needs. Proposals must be submitted electronically via the eProcurement system by October 14, 2026. The evaluation process utilizes pass/fail gates regarding proposed solution content, responsiveness, and compliance with Department of Corrections policies. Award decisions are based on successful negotiations following the completion of these gates. Vendors are also required to comply with the Personal Information Security and Breach Investigation Procedures and Practices Act and provide various affidavits regarding conflict of interest and debarment status.
