The University of Maryland Global Campus (UMGC) is seeking a qualified partner under solicitation 92303 to design, develop, deliver, and maintain AI-enabled learning content. The primary objective is to transition from traditional course models to a modular, flexible, and skills-based approach, focusing specifically on short-form, workforce-aligned non-credit content, with the option for credit-bearing curriculum development. The project emphasizes the integration of artificial intelligence throughout the content lifecycle and learner experience, requiring assets to be structured around defined competencies and stackable credential pathways. All services will be performed remotely, with a total contract ceiling of 1,000,000 dollars. The contract is structured around Task Orders, with an anticipated program development period of three months and an initial recurring services period of twelve months. Award selection is based on a trade-off where technical merit is weighted more heavily than cost. Key evaluation criteria include relevant experience, subject matter expertise, and the ability to meet strict accessibility standards, including WCAG 2.1 Level AA and ADA compliance. Preferred vendors will demonstrate experience with large-scale higher education clients, military-affiliated learners, and high completion rates. Administrative requirements include electronic invoicing via a net 30-day basis and mandatory registration for Electronic Funds Transfer. Contractors must adhere to Maryland state laws regarding financial disclosure and political contributions for contracts exceeding 200,000 dollars. Full Description

UMGC seeks to establish a partnership with a qualified vendor capable of designing, developing, delivering, and maintaining AI-enabled learning content and related services that support workforce-aligned education initiatives and, at UMGC's option, credit-bearing curriculum development. For the avoidance of doubt, Offerors are advised that short-form, workforce-related content is the primary focus of this RFP. However, UMGC may elect to have the selected vendor provide curriculum development in the credit-bearing space. A central requirement of this work is the integration of Artificial Intelligence (“AI”) across both the content development lifecycle and, where applicable, the learner experience. The University seeks to move beyond traditional course development models toward a more modular, flexible, and continuously improving approach to content. Learning assets must be structured around clearly defined skills and competencies, support multiple pathways through learning (including stackable credential pathways to relevant UMGC degrees), and enable deployment across a range of formats and use cases. Please read the directions in the RFP carefully for electronic submission of Technical and Price Proposals to Bid Locker.
