UMGC seeks to establish a partnership with a qualified vendor capable of designing, developing, delivering, and maintaining AI-enabled learning content and related services that support workforce-aligned education initiatives and, at UMGC's option, credit-bearing curriculum development. For the avoidance of doubt, Offerors are advised that short-form, workforce-related content is the primary focus of this RFP. However, UMGC may elect to have the selected vendor provide curriculum development in the credit-bearing space. A central requirement of this work is the integration of Artificial Intelligence (“AI”) across both the content development lifecycle and, where applicable, the learner experience. The University seeks to move beyond traditional course development models toward a more modular, flexible, and continuously improving approach to content. Learning assets must be structured around clearly defined skills and competencies, support multiple pathways through learning (including stackable credential pathways to relevant UMGC degrees), and enable deployment across a range of formats and use cases.
