UMGC RFP #92345 Grants Consulting Services

The University of Maryland Global Campus (UMGC) is soliciting proposals for a non-exclusive contract for grants consulting services to provide strategic and operational support throughout the grant lifecycle. The selected firm will assist in identifying funding opportunities, conducting prospect research, developing proposals, and providing post-award guidance and training to secure public and private funding aligned with institutional priorities. The scope of work includes managing up to five grant projects annually and producing up to six written funding opportunity memoranda per year. Additionally, the contractor may be required to evaluate and recommend improvements to UMGC's existing grants management processes. Technical proposals are due by 11:00 AM ET on December 1, 2026, via Bid Locker, with price proposals anticipated by January 14, 2027. The contract is expected to commence on February 1, 2027. Award decisions will be based on a trade-off where technical merit is weighted more heavily than cost. Evaluation criteria include the firm's capabilities, methodology, work samples, staffing qualifications for an Account Lead and Management Supervisor, and a minimum of three references from the last five years. The contractor must maintain professional liability and commercial general liability insurance of 2,000,000 dollars each. Deliverables are subject to a material conformity review by UMGC, with a standard 30-business-day acceptance window and a 10-business-day cure period for non-conforming work. Payments will be made within 30 days of receiving a proper electronic invoice. This procurement is subject to the State Finance and Procurement Article of the Annotated Code of Maryland, and bidders must provide a signed proposal affidavit and certify compliance with Minority Business Enterprise and Veteran-Owned Small Business laws where applicable.
