Full Description

County currently provides ambulance transportation services in the areas known as County Service Area (CSA) 3 (East Slope and Tahoe West Shore Area) and CSA 7 (West Slope), via contracts with ambulance transportation agencies, specific to each CSA. Currently, these contracted ambulance transportation agencies are California Tahoe Emergency Services Operations Authority (Cal Tahoe), North Tahoe Fire Protection District (NTFPD), and El Dorado County Emergency Services Authority (EDCESA). Ambulance services available in the County must be provided as a part of these County contracts. While three (3) vendors are currently contracted to provide ambulance transportation services, the County may increase or decrease the number of contractors involved in ambulance transportation services contracts, or otherwise change vendors for these services, contingent upon action taken by the County Board of Supervisors. The County currently transports approximately 14,000 patients per year through third party ambulance providers. The current payor mix consists of the following: Medicare-fifty five percent (55%), Medi-Cal-nineteen and a half percent (19.5%), Insurance-twenty and a half percent (20.5%), and Private Pay-five percent (5.0%).The County is soliciting sealed proposals from highly qualified and experienced firms (hereinafter referred to as “Proposer”) to provide ambulance billing services to process and collect fees and issue refunds for services provided by County’s contracted ambulance service operators and providers, on behalf of the County’s Emergency Medical Services Agency. Firms must have and demonstrate their experience in providing ambulance billing services (experience with California local governments is desirable). The County will award one (1) agreement with the top-ranked Proposer resulting from this competitive process to perform the ambulance billing services, as described herein. This Request for Proposal (RFP) includes a description of the evaluation and selection process, scope of work, proposal requirements, and insurance requirements.
