RFP for Professional Services for East Pike Creek Road, Beckett Lane, and Buckwheat Lane Watermain Replacement

The Municipality of Lakeshore is seeking professional engineering services under solicitation RF-IS-26-002 to replace and upgrade a 1959 cast iron watermain extending from Old Tecumseh Road southerly along East Pike Creek Road, Buckwheat Lane, and Beckett Lane. The scope of work encompasses evaluation and design, topographic surveying, hydraulic modelling, and environmental assessments, with a strong preference for trenchless construction methods. The selected proponent will be responsible for creating traffic control plans in compliance with MTO Book 7, managing approvals with the Ministry of Transportation of Ontario and the County of Essex, and providing construction inspection. Key deliverables include digital-only as-built packages and a one-year maintenance walk-through. Construction is anticipated to be completed between 2027 and 2028. Proposals must be submitted electronically via the bids&tenders portal by October 9, 2026. The evaluation process consists of a three-stage approach: a compliance check of submission forms and health and safety acknowledgments, a technical evaluation focusing on the work plan and qualifications, and a final cost evaluation. To proceed to the final stage, proponents must achieve a minimum technical score of 40 out of 70 and pass the reference check. The contract will be awarded to the highest-ranking proponent. Required qualifications for on-site inspection personnel include at least five years of experience in similar watermain projects. Awarded proponents must provide WSIB clearance, certified insurance policies, and a current health and safety policy.
