RFP General Legal Counsel

The Columbia 911 Communications District is seeking proposals for General Legal Counsel to provide comprehensive legal representation and advisory services to its Board of Directors, Executive Director, and staff on an ongoing, as-needed basis. The selected attorney or law firm will be responsible for attending board meetings, drafting resolutions and contracts, updating board policies, and providing guidance on Oregon statutes, including Public Meetings Law, Public Records Law, the Oregon Government Ethics Law, and the Oregon Tort Claims Act. Proposals are due by 4:30 p.m. on October 15, 2026, and can be submitted electronically via email in PDF format or delivered physically to the District office in St. Helens, Oregon. To be considered responsive, candidates must be members in good standing with the Oregon State Bar, possess experience representing Oregon municipal corporations or special districts, and maintain professional liability insurance of at least 2.7 million dollars. Selected personnel must also obtain a Level 2 Criminal Justice Information Services certificate and undergo background investigations. The contract is an at-will agreement with negotiable terms, subject to an annual review every August. Payment is based on approved hourly rates and completed work, with monthly progress payments issued within thirty calendar days of receiving itemized invoices. Selection will be made by the Board of Directors based on a recommendation from a committee evaluating the proposer's experience, qualifications, and fee structure.
