RFP Independent Compliance Services for JSCB Phase 3

The Joint Schools Construction Board (JSCB), representing the City of Syracuse and the Syracuse City School District, is soliciting proposals for an Independent Compliance Officer (ICO) to oversee Phase 3 of the Syracuse Schools Construction Program. This program encompasses up to ten school projects with a total estimated cost not exceeding 400 million dollars. The selected professional consulting firm will serve as the primary point of contact for all Minority- and Women-Owned Business Enterprise (MWBE) issues, ensuring program-wide compliance with the Phase 3 Development and Diversification Plan. Key responsibilities include monitoring workforce participation goals for minority, female, and City residency requirements, validating certified payroll and workforce data through City-designated systems like B2Gnow, and reviewing contractor utilization plans. The contract is awarded on a qualifications-based selection process, evaluating firms on their personnel expertise, firm capacity, relevant experience, and financial stability, including the submission of certified financial statements from the last two years. Services will be performed on a Time and Materials basis, subject to a Not-to-Exceed contract value proposed by the consultant. The ICO is expected to coordinate closely with the City's Compliance Officer, Program Manager, and Construction Managers, performing duties that may include onsite inspections and payroll reviews. Proposals must be submitted by December 3, 2026, and include a detailed technical approach, staffing plan, and a direct hourly wage rate schedule.
