RFP No. 26-13 Crossing Guard Services

Background The San Bernardino City Unified School District (SBCUSD) is the seventh-largest public school district in California, serving approximately 46,000 students across 72 schools. The district's mission includes ensuring the safety of students and community members. This contract aims to provide professional crossing guard services at designated school crossing locations throughout the district, particularly during arrival and dismissal times at elementary, middle, and high schools. Work Details The contractor will provide fully trained and qualified crossing guards at specified locations as determined by SBCUSD. Services are required for approximately 180 school days per academic year, covering standard bell schedules and accommodating special events or schedule changes with prior notice. Guards must be at least 18 years old, possess a valid California driver's license or ID, pass background checks, and be physically capable of performing their duties. Training will include traffic control standards, safe crossing techniques, first aid certification, and SBCUSD policies. The contractor must maintain a reserve personnel pool of at least 15% of total guards for emergencies. Equipment provided includes high-visibility safety vests, STOP paddles, whistles, first aid kits, and communication devices. Performance standards require guards to report incidents immediately and maintain a professional demeanor while achieving a minimum attendance rate of 98%. Bi-weekly reports on attendance and incidents are required. Period of Performance The contract will be performed over the academic year with services provided during school days as per the SBCUSD calendar. Place of Performance Services will be performed at various designated school crossing locations throughout the San Bernardino City Unified School District. Bidder Requirements Bidders must comply with all applicable state laws and regulations regarding crossing guard services. They should have experience providing similar services for at least five years and demonstrate financial stability upon award. Additionally, minority-owned, disabled veteran-owned, and local businesses are encouraged to participate.
