RFP NO. 27-16 DVLMT OF STATEWIDE HAWAIʻI AGRITOURISM STUDY

The Hawai‘i Tourism Authority, under the Department of Business, Economic Development, and Tourism, is soliciting proposals for RFP NO. 27-16 to develop a Statewide Hawai‘i Agritourism Study and Plan. The objective is to create a data-informed, implementation-oriented framework that supports the responsible growth of agritourism across all Hawaiian Islands, including Kaua‘i, O‘ahu, Maui, Moloka‘i, Lana‘i, and Hawaii‘ Island. The selected contractor will build upon existing research to identify opportunities and challenges for farmers, review land use policies, and provide feasible recommendations to diversify visitor experiences while preserving the state's rural character and Native Hawaiian cultural values. The estimated period of performance runs from the week of November 16, 2026, through May 31, 2027. Proposals must be submitted via HIE PRO by November 7, 2026, and must adhere to a fifty-page limit with a minimum 11-point font. Required documentation includes a detailed budget, a Certificate of Vendor Compliance, and various attestations regarding non-debarment and conflicts of interest. Award selection is based on the most advantageous proposal to the State, with a specific focus on price realism and the quality of the proposed approach. The contract incorporates various federal and state regulations, including 2 C.F.R. Part 200, the Davis-Bacon Act, and ADA compliance for all deliverables. Final payment is contingent upon tax clearance from the State of Hawaii and the IRS.
