Solicitation # RFP-Template_format_fixed_CCT_Sturgeon-Residence-10-1-2026-xbmk.pdf
The Confederated Tribes of the Colville Reservation is soliciting proposals for the design and construction of a move-in-ready residence at the Sturgeon Fish Hatchery site in Nespelem, Washington. The project consists of a one-story, approximately 1,598-square-foot dwelling featuring three bedrooms, two bathrooms, and an attached two-car garage. While the Teton floor plan by Adair Homes is provided as a design reference, the selected contractor must develop an original design and assume full responsibility for all architectural, structural, engineering, and permitting requirements. The scope includes all labor, utilities, and site development, with specific options for alternates such as a hip or metal roof, radon systems, and expanded electrical or septic capacity to support future construction. Proposals are due by 3:00 p.m. PST on October 30, 2026, and must not exceed 30 pages. Award selection is based on a criteria evaluation process weighing total proposed cost, personnel qualifications, project understanding, experience, and Tribal Employment Rights Office (TERO) certification, with preference given to Colville Business Enterprises. A responsible Indian Offeror may be awarded the contract if their price is within 10 percent of the lowest non-Indian offer. Contracts exceeding 100,000 dollars require a performance bond; otherwise, a 25 percent retainage is mandatory. Funding is subject to the Tribe's annual appropriation process, meaning contracts are awarded for the remainder of the fiscal year and are renewable annually based on the availability of funds in the tribal treasury.

The City of Syracuse is seeking development proposals for the purchase and redevelopment of a 1.63-acre city-owned site at 2426 South Ave, formerly a bar and restaurant, which has been unused since the city seized the property in 2014 due to unpaid taxes dating back to 2006. The site, zoned R1 Single Use Residential and recently re-subdivided to separate it from adjacent parcels with green infrastructure, presents an opportunity to revitalize the area. The city prioritizes proposals that demonstrate innovative and inclusive land use strategies, effectively increase the tax base by returning the property to the tax roll, and create new housing opportunities. Interested development entities are invited to submit responses by May 21, 2026, to be considered for a public/private agreement with the city. The solicitation emphasizes proven experience in creative redevelopment approaches, aiming to bring reinvigoration to this long-dormant site while aligning with community goals and city planning. Point of contact for this solicitation includes Michael Lehmann, Deputy Commissioner, and Laura Spence, Assistant Director of Purchase, who can provide additional information about the process and requirements.
