AI Contract Overview
The Western Tidewater Community Services Board is soliciting sealed proposals under RFP-125135 to secure armed and unarmed security officer services for its Crisis Stabilization Unit in Suffolk, Franklin, Isle of Wight, and Southampton counties in Virginia. The contract is a requirements-based agreement, meaning services will be provided only as needed and requested, with no guaranteed minimum volume or financial obligation from the Board. Bidders must submit proposals by August 24, 2026, and the contract will be awarded through competitive negotiation to qualified firms capable of delivering essential security services on an as-needed basis. The estimated quantities provided are solely for informational purposes and do not bind the Board to any specific level of demand. The contractor acknowledges that payment will be based exclusively on the unit prices stipulated in the contract, applied only to the actual number of services rendered, regardless of whether the volume exceeds or falls below prior estimates. No claims for compensation may be made due to fluctuations in service demand. All work must be performed at the specified locations in Virginia, and the contract will remain active for its term with possible extensions. The point of contact for inquiries is Carol Ellis, reachable via phone or email, and additional details are accessible through the online vendor portal. The solicitation is open to any qualified provider without specific set-aside requirements, and responses must adhere to the terms outlined in the RFP to be considered.

The contractor understands and agrees that this is a requirements contract and that the Owner shall have no obligation to the contractor if no goods/services are required. Any quantities that are included in the statement of needs reflect the current expectation of the Owner. The contractor understands and agrees that the Owner may require goods/services in an amount less than or in excess of the estimated quantities actually used, whether in excess of the estimate or less than the estimate, shall not give rise to any claim of compensation other than the total of the unit prices in the contract for the quantity actually required by the Owner.
