RFP #STC-26-003 - Annual Financial and Compliance Audit Services

Spindletop Center is seeking qualified public accounting firms to provide annual financial and compliance audit services for its fiscal year ending August 31, 2026, with the possibility of extending the contract for up to five additional one-year terms through fiscal year 2031. The solicitation, RFP #STC-26-003, requires proposers to have demonstrated experience auditing community mental health and intellectual and developmental disabilities centers as well as governmental entities, and mandates that all firms be independent auditors properly licensed for public practice in compliance with Government Auditing Standards, 2024 Revision, including adherence to independence and continuing education requirements. Proposals must be submitted via email to the Chief Financial Officer no later than 5:00 p.m. CST on Thursday, June 25, 2026, and must include a complete set of mandatory attachments including Vendor Profile, Signature Page, Required Documents, Assurance Document, Conflict of Interest Questionnaire, Lobbying Certification, W-9, and Certification Regarding Debarment, Suspension, Ineligibility, and Voluntary Exclusion. Proposers must also provide a total all-inclusive maximum price bid that includes all costs related to the audit engagement, with no reimbursement for preparation or submission expenses. Award will be made based on a most advantageous determination, evaluating proposals through mandatory pass/fail gates and weighted factors: 45 points for management capability including membership in an external quality control review organization and reputation with similar entities; 40 points for technical expertise in auditing community mental health and IDD centers and governmental organizations; and 15 points for cost. Failure to meet any mandatory requirement, such as lacking proper licensing, having a record of substandard work, or missing required attachments, will result in automatic disqualification. Additionally, proposers must comply with Executive Order 12549 and CFR Part 180 by certifying they are not debarred or suspended, and must ensure no subcontractors fall under these exclusions. Insurance requirements include $2 million general liability per claim with $3 million aggregate, statutory worker’s compensation limits with subrogation waivers, and $1 million professional liability coverage per claim. A conflict of interest disclosure is required, including any recent employment or trustee roles with Spindletop and affirmation that no local government officer or family member is receiving taxable income from the firm.
