TAFA Financial Audit

The Texas Department of Agriculture is seeking a qualified Certified Public Accountant to perform a financial statement audit of the Texas Agriculture Finance Authority for the fiscal year ending August 31, 2026, in compliance with Texas Agriculture Code Section 58.016 and other applicable standards including Generally Accepted Accounting Principles, Governmental Accounting Standards Board guidelines, and Generally Accepted Government Auditing Standards. The audit must include an independent auditor’s report, a written review of the Authority’s accounting systems and internal controls, and coordination with TDA staff to ensure deliverables are integrated into the State’s Comprehensive Annual Financial Report. Responses are due by March 20, 2026, and must be submitted electronically via email to bidroom@texasagriculture.gov, with all required exhibits attached including certifications on debarment, lobbying, data security, and key contracting person disclosures. Proposals must also include a detailed cost proposal, staffing plan with resumes of key personnel, evidence of organizational capacity, and compliance with Texas-specific procurement and data handling regulations. The contract will be awarded based on a best value trade-off model that weighs past performance and qualifications (35%), proposed plan and technical capability (30%), and cost reasonableness (35%), with no award guaranteed to the lowest-priced bidder. Respondents must be current with Texas tax obligations, hold a valid Texas ID number, maintain a VPTS rating of C or higher, and not be debarred or suspended from state contracts. The initial contract term runs through June 30, 2027, with up to three one-year optional renewal periods. All work must be completed by October 25 to meet state reporting deadlines, and deliverables are subject to review and formal acceptance by TDA’s Director. Performance will occur across Texas, with no fixed physical location, and contractors are bound by strict data security protocols under Texas DIR’s Information Resources Security Policy, including prohibitions on third-party data sharing and mandatory backup and recovery systems. Invoicing must be submitted electronically to invoices@texasagriculture.gov, and payments will be processed via state warrants issued by the Texas Comptroller of Public Accounts.
