RFP: Tribal Headquarters Wayfinding and Signage Design Services

The Cowlitz Indian Tribe is soliciting proposals under RFP26.18.015 for professional design services to create a comprehensive wayfinding strategy and cohesive signage system for the Tribal Headquarters campus in Washington. The project focuses on improving vehicle and pedestrian navigation and establishing a consistent visual identity, with a central requirement to integrate Cowlitz Indian language and culturally appropriate design elements in coordination with the Tribe's Culture Department. Key deliverables include a campus wayfinding strategy, sign location plans, technical specifications for materials and typography, and final cost estimates. All work must adhere to ADA accessibility requirements, industry best practices, and Cowlitz Indian law. This is a lump sum contract with an anticipated notice to proceed date of December 15, 2026. Proposals are due by 3:00 p.m. PST on November 3, 2026, and must be submitted as two sealed hard copies, followed by an electronic copy the next morning. Evaluation is based on personnel qualifications (25%), statement of qualifications quality (15%), capability to meet budget and time requirements (15%), current workload (15%), related experience (15%), contractor location (10%), and previous work with the Tribe (5%), with additional preference given to Native American-owned businesses. The selected contractor must comply with federal Davis-Bacon or state prevailing wage labor standards, provide certified payroll, and maintain a Counterfeit Parts Protection plan. Quality assurance includes mandatory CIT source inspections prior to shipment and a first article inspection performed by the CT Public Works Department.
