RFP655 - Resilience and Climatological Data

The Atlanta Regional Commission (ARC) is soliciting proposals to procure Resilience and Climatological Data for the development of a Transportation Vulnerability Assessment Tool (TVAT) under Cost Center 506ERI, with work anticipated to span from contract award in calendar year 2026 through 2030. The procurement is contingent upon ARC securing adequate funding from the U.S. Federal Highway Administration’s PROTECT Grant program, and ARC reserves the right to award all or part of the available funds. Data must be accessible via API and downloadable to ARC-managed servers, with licensing terms granting ARC perpetual rights to use, share, and derive tools from the data for internal planning and public dissemination. The evaluation of proposals will prioritize technical specifications of the data (70% weight) and the consultant’s experience and qualifications (10%), with the remaining 20% unspecified; interviews may occur during the week of June 29, 2026, but ARC may award without them. Contractors must provide a detailed budget breakdown using Exhibit B, which includes categories for data purchase fee, overhead, other direct costs, and profit.
