RFQ 2026-04-REBID-AE Services for BRT Shelter Platforms

The Birmingham-Jefferson County Transit Authority (BJCTA) has issued Request for Qualifications (RFQ) No. 2026-04-REBID seeking qualified Architectural and Engineering (A&E) firms to provide professional services for the Bus Rapid Transit (BRT) Shelter Platforms and Mobility Improvements Project. Utilizing a Design-Bid-Build (DBB) approach, the selected consultant will be responsible for the full lifecycle of the project, including planning, design, permitting, bidding, construction administration, and closeout for two additional BRT platforms and two mobility hubs. The scope of work encompasses diverse disciplines such as civil, structural, landscape, and architectural engineering, as well as geotechnical investigations and topographic surveys. The contract is structured as a Firm, Fixed Price agreement, and the successful firm must be authorized to conduct business in Alabama and possess a valid Unique Entity ID (UEI) registered with SAM.gov. Proposals are evaluated based on qualifications and experience in transit facilities, project management capabilities, and past performance on at least three comparable projects, specifically those involving Federal Transit Administration (FTA) funding. Compliance with various federal and state mandates is required, including the Davis-Bacon Act for prevailing wages, Buy America certifications, ADA accessibility standards, and the Alabama Open Records Act. Additionally, the contractor must implement comprehensive quality assurance/quality control processes and adhere to strict drug and alcohol testing programs. Interested firms must submit a technical proposal not exceeding 75 pages through the PlanetBids Vendor Portal by the deadline of October 22, 2026, at 2:00 PM CST. A virtual pre-proposal conference is scheduled for October 6, 2026.
