NS27-113 Brian Head Town - Town Trail Phase IV Engineering

Brian Head Town is soliciting proposals for professional engineering services to support the Town Trail Phase IV project, which involves an approximately 1000 ft expansion of the existing paved Brian Head Town Trail. The scope of work encompasses the full project lifecycle, including project initiation, preliminary design at 30 percent submittal, final design through 100 percent bid-ready submittals, bidding support, pre-construction administration, field inspection, quality assurance, and final project closeout with as-built drawings. The contract will be awarded to the highest scoring firm based on a weighted evaluation of the cost proposal (50 points), firm qualifications (20 points), project approach (10 points), estimated time frame (10 points), and past performance (10 points). Proposals must be submitted by 5:00pm on October 2, 2026, to Brian Head Town Hall or electronically via email. Submissions must include an executive summary, project team and approach, a detailed time frame for each scope item, and firm experience with at least two similar projects. Crucially, the cost proposal must be submitted on a separate sheet to prevent the evaluation committee from accessing pricing until after other criteria are scored. The selected contractor must comply with State of Utah standard terms and conditions, maintain specific insurance coverage including a 3 million dollar aggregate commercial general liability policy, and certify compliance with E-Verify and anti-boycott regulations.
